The Philippine Association of State Universities and Colleges (PASUC) Region 8, under the leadership of PASUC 8 President, Dr. Victor C. Cañezo, Jr., together with the SUC Presidents, Cultural Affairs Directors headed by the Regional Culture and Arts Coordinator, Dr. Nelson Enage, is set to make its mark on the national stage as it heads to compete in the National Culture and Arts Festival (NCAF) hosted at the Philippine Normal University (PNU) in Manila, from April 23- 25.

Biliran Province State University (BiPSU), in partnership with the Department of Science and Technology (DOST) Biliran, organized a seminar focusing on the Application of Eco-Sep Technology and its Impact on Waste Management. The event took place at the BiPSU Hyflex Audio Visual Center (HAVC) on April 19.

The seminar aimed to address the escalating concerns about environmental sustainability and effective waste management practices. It also provided a comprehensive discussion on the overview, impact, and application of Eco-Sep Technology.

In his welcome remarks, BiPSU President Dr. Victor C. Cañezo, Jr. emphasized the growing recognition of Biliran Province as a tourism destination and the associated waste management challenges.

“As mentioned, we are one of the tourism hubs in the region. With this, kasi we have potentials here sa tourism, ang dami nang pumupunta dito sa province. Of course, kapag maraming visitors, guests, tourists, isa sa magiging problema natin ay waste management,” said President Cañezo.

The event featured Dr. Merlinda A. Palencia, Dean of the College of Engineering at Adamson University (AdU), who presented her commercialized research titled “Vigormin”. This product, composed of local and natural organo-minerals, enhances the removal rate of organic pollutants, absorbs heavy metals, and coagulates suspended solids in wastewater.


Dr. Palencia underscored that Vigormin promotes a healthier and cleaner environment by helping preserve the beauty of natural resources for future generations. She added, “This is also for our future generations. Para sa apo ng apo niyo. Para masabi nila na maganda talaga ang Pilipinas noon hanggang ngayon.”


The event attracted participation from university key officials, faculty and students from the School of Engineering (SOE), personnel from DOST-Biliran and the Local Government Unit (LGU) of Naval, representatives from Higatangan Island, and several resort owners.

Biliran Province State University's (BiPSU) Sentro ng Wika at Kultura (SWK), in partnership with the Kapisanan ng mga Guro't Mag-aaral sa Filipino (KAGUMAFIL) and D' Organization of Language and Literature Students (D'OLLS), observed the Buwan ng Panitikan 2024 with the unveiling of the university’s official literary and artistic folio, "Mga SUGID," and scholarly talks from experts on April 17 at the BiPSU Hyflex Audio Visual Center (HAVC).

Aligned with the theme "Ang Panitikan at Kapayapaan," Mr. Arthur Casanova, chairman of the Komisyon sa Wikang Filipino (KWF), highlighted literature's role in promoting peace within the country and communities through a recorded message.

Mr. Jerry B. Gracio, Film and TV Screenwriter, shared insights into his writing experiences and language translation. Meanwhile, Mr. Herminigildo A. Sanchez, Vice President of the National Commission on Culture and the Arts, Sub-Commission on Cultural Communities and Traditional Arts (NCCA SCCTAS), provided perspectives on "Hagsi ug mga Tula". Mr. Felipe Durano-Bacay, a theater director, also contributed his expertise on scriptwriting for theater.

The event also marked the introduction of "Mga SUGID," BiPSU's official literary folio, which will feature high-quality literary works submitted by participants in its first issue.

Mr. Jeson Viñas, SWK Director, explained that "Mga SUGID" symbolizes stories reflecting human experiences, intended as a resource for teaching literature to youth and communities.

Additionally, a Literary Tertulia and Literary Contest are scheduled for April 24, encompassing competitions in essay writing, short story writing, creative storytelling, improv poetry/extemporaneous speech, scriptwriting for Short and Sweet Play, poetry writing, and siday writing.

SWK has emphasized that participation in the contest is exclusively open to those who have attended the training sessions.

Biliran Province State University (BiPSU), in collaboration with the Biliran Provincial Local Government Unit (PLGU) and the Department of Interior and Local Government (DILG) of Biliran, jointly organized a capacity training session for barangay violence against women and children (BVAWC) desk officers. The event took place on April 16 at the BiPSU gymnasium.

A group of student-teachers and faculty from the School of Teacher Education (STEd) recently completed an International Cultural Teaching Immersion Program at Tepumnuouy Hatyai School in Thailand. The delegation, comprising ten pre-service teachers and two faculty members, undertook the program from March 31 to April 13.

The Pillar Publication, the official tertiary student publication of Biliran Province State University (BiPSU), secured a total of 13 awards across various categories during the Regional Tertiary Schools Press Conference - Eastern Visayas (RTSPC-8) 2024, held from April 3 to 6 at Visayas State University (VSU), Baybay City, Leyte.

Biliran Province State University (BiPSU) recently organized the Cascading of WoW BiPSU 2.0 Strategy 2027 at the BiPSU Hyflex Audio Visual Center (HAVC) from April 11 to 12, in collaboration with the Institute of Solidarity in Asia (ISA). Over the course of two days, Mr. Christian Peter Emmanuel P. Zaens, ISA’s Executive Director, and his team led the facilitation of the event, engaging heads of academic and administrative units.

Biliran Province State University (BiPSU) has signed a Memorandum of Agreement (MOA) with the Biliran Provincial Local Government Unit (PLGU) and the Department of Interior and Local Government - Biliran (DILG -Biliran) to enhance the capabilities of Barangay Violence Against Women and Children (BVAWC) desk officers and capacitate barangay police enforcers through capacity building initiatives. The MOA signing ceremony took place last April 5 at the Office of the President Convergence Room.
