Biliran Province State University (BiPSU) students garnered accolades and emerged as a standout in the recently concluded Philippine Association of State Universities and Colleges VIII (PASUC-8) Culture and the Arts Festival 2023. The event, held at the Visayas State University (VSU) in Baybay City, Leyte, from October 17 to 20, saw students from ten SUCs competing in 24 categories encompassing literary, visual arts, music, dance, and performing arts, all under the theme "Championing Artistic Excellence, Celebrating Solidarity."

Biliran Province State University (BiPSU) delegates stood out at the 3rd International Convention on Student Affairs and Services (ICSAS) 2023, themed "Accelerating SAS Programs toward attaining Sustainable Development Goals," held from September 29 to October 1 at Baguio Teacher’s Camp, Baguio City, Philippines.

Biliran Province State University (BiPSU) concluded its celebration of Science and Math Month on September 28, led by the People Who Understand and Love Science Enigma (PULSE) organization. The culminating event took place at the BiPSU Gymnasium, marking an end to the 2023 Science and Math Month activities.

On September 28, 2023, the Biliran Province State University (BiPSU) community, under the leadership of President Dr. Victor C. Cañezo, Jr., came together in a solemn display of devotion to the Blessed Virgin Mary, in the appearance of the Birhen Del Rosario. This event included a prayer vigil and a procession on the university grounds.
