The leadership of Biliran Province State University (BiPSU),  led by its President Prof. Victor C. Cañezo, Jr., EdD, CHRP, joined by Vice Presidents Dr. Erwin G. Salvatierra, Dr. Roland A.  Niez, and Dr. Maribel N. Zipagan, paid a courtesy visit to Governor Rogelio J. Espina, MD, FPOA, fondly referred to as the "Father of the BiPSU Charter." Under Governor Espina’s leadership, Naval State University was transformed into Biliran Province State University in 2019 through Republic Act No. 11170.

During the visit, BiPSU provided an update on its current enrollment for the 1st semester of Academic Year 2025-2026. As of July 14, the university reported a total of 11,724 enrolled students across its two campuses, with 8,715 students (74.32%) hailing from Biliran Province.

The BiPSU leadership also presented plans for upcoming national and international events scheduled for September and October, which the university will proudly host. Governor Espina expressed his full commitment to supporting these events by ensuring the province’s readiness in terms of tourism, transportation, and security.

In a shared vision for the province’s progress, Governor Espina discussed his plans to establish review centers to further equip Biliranons, a move hailed as another milestone for the community.

BiPSU extends its heartfelt gratitude to Governor Espina for his unwavering support and partnership, which continue to empower the university and the weavers of Biliran’s bright future.
