A delegation of 12 representatives from Biliran Province State University, composed of 10 student leaders and two advisers, participated in the ASEAN Youth Conference (AYC) 2026, held on October 21–25 at the QC MICE Center in Quezon City, Metro Manila.

Organized by the ASEAN Youth Organization (AYO), the conference brought together approximately 200 youth leaders, policymakers, academics, entrepreneurs, and development partners from ASEAN member states and beyond.

Anchored on the theme “ASEAN for the People: Navigating Our Inclusive, Resilient, Participative Future Together,” the regional gathering provided a platform for young leaders to engage in policy discussions, exchange ideas, and develop recommendations addressing issues affecting ASEAN communities.

Representing BiPSU were student leaders Austien James Agang, Reinz Fonzy C. Bañez, Lloyd Francis M. Diaz, Daphnie A. Familaran, Rheymar G. Manlangit, Alex P. Pabilando, Prince Carl Palconit, Mary Grace M. Romo, Samantha Mariz A. Rubi, and Irich M. Villafranca. They were accompanied by advisers Dr. Vic Marie L. Bornillo and Mr. Jerson M. Caotivo.

Throughout the conference, participants engaged in discussions on digital transformation, democratic participation, inclusive development, regional resilience, and people-centered governance. The activity also encouraged collaboration among young leaders in developing policy recommendations for a more inclusive and sustainable ASEAN.

Moreover, the BiPSU delegation received recognition for its policy paper presentations under the ASEAN Socio-Cultural Pillar.

Pabilando and Rubi received the Best Policy Paper Presentation Award under ASEAN Socio-Cultural Pillar Subgroup 1. Furthermore, the two student leaders, together with Student Regent Palconit and Villafranca, were recognized as Best Policy Paper Presentation Awardees for the overall ASEAN Socio-Cultural Pillar.

The University's participation in the five-day regional gathering provided its student leaders with opportunities to engage with fellow youth representatives from across Southeast Asia and contribute to discussions on regional issues and policies affecting young people.
