To ensure faster processing and transparency in government transactions, the Biliran Province State University (BiPSU) - International Affairs Office (IAO) has rolled out digital submission platforms for its core services, in strict compliance with Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act.
The office launched specific Quick Response (QR) code-based forms designed to facilitate requests for international partnerships, mobility programs, and other internationalization-related services. This digital shift aims to ensure proper documentation, tracking, and timely response to university stakeholders.
Under the new system, faculty, staff, and students seeking endorsements for international travel must now utilize the specialized "CHED IAS and/or BOR Endorsement Request Form". This form specifically caters to applications for Commission on Higher Education (CHED) International Affairs Service endorsements and Board of Regents (BOR) approvals.
The IAO clarified that while the initial request is digital, applicants for short-term outbound mobility are still required to submit all requirements in both hard and soft copies to the office to facilitate proper evaluation.
Furthermore, to monitor and improve service quality, the office has integrated a Client Satisfaction Measurement (CSM) tool, allowing clients to provide feedback on their customer experience immediately after concluding a transaction.
